The Bill (Reg. No5518), directed by
V. Moisyk, the People´s Deputy of Ukraine envisages the amendments to the
clauses 44 and 74 of the Criminal Code and clause 6 of the Criminal-Procedural
Code of Ukraine expunging from it the principles on possibility to be exempted
from the criminal liability due to the clemency appeal.
The Committee members indicated that the bill´s adoption facilitate elimination of ambiguities in norms of the effective criminal and criminal-procedural legislation with the Principal Law of Ukraine, liquidation o the present real opportunity of clemency for the guiltless people. The People´s Deputies also emphasised that the adoption of the bill improves legislative regulation of the clemency institute as one of the most important state functions of the President of Ukraine.
